Because cruise ships mostly operate in international waters, there is no police force on board. Security guards keep the peace, but they do not have any policing power. Disney Wonder employee, Rebecca Coriam was recorded on CCTV footage, frazzled and distraught, making a phone call on an internal phone. She was never seen again.
